Conduct and Discipline Teams (CDTs) undertake outreach and communications campaigns as part of ongoing prevention efforts to align the behavior of peacekeeping personnel with UN standards of integrity and conduct and to address sexual exploitation and abuse.
The teams seek to raise public awareness by reaching out to host populations, including local government officials, relevant civil society organizations, international organizations and non-government organizations. Awareness-raising measures include public statements by CDTs and government officials on sexual exploitation and abuse, poster and T-shirt campaigns, newsletters, brochures, film screenings and radio interviews and broadcasts.
Examples of awareness-raising programs include:
United Nations Mission in Sudan (UNMIS)
Outreach conducted by UNMIS CDT includes hosting public fora on sexual exploitation and abuse at universities across Sudan,
including Juba University, Ahfad Women for University in Omdurman and State Universities in Malakal and Damazine. CDT personnel conduct briefings, give interviews, show videos and meet with students and faculty staff about a range of topics. UN agencies are also invited to give presentations and distribute public information materials. The activities are supported by government representatives and local non-government organizations.
UNMIS CDT extended the sexual exploitation and abuse awareness campaign to the state level in Southern Sudan with major public events in Bor and in Torit in August 2009. The campaign aimed to raise awareness about the UN standards of conduct and the UN policy of zero tolerance of sexual exploitation and abuse, and encouraged the direct reporting to CDT of any misconduct by UN peacekeepers. The events were organized in collaboration with the Sudanese Ministry of Social Development and attended by officials from the Ministries of Correction, Youth and Social Development. The Torit campaign was launched by a government representative, and the Arakaraka dancing group entertained the gathering of 400 people from Torit.
United Nations Organization Mission in the Democratic Republic of the Congo (MONUC)
MONUC CDT informs the Congolese population about conduct and discipline issues, including sexual exploitation and abuse. The team seeks to raise awareness concerning the UN standards of conduct, how misconduct can be reported and how to contact the CDT, what preventive measures are in place and consequences for UN personnel in cases where misconduct is substantiated. The UN policies of zero tolerance of sexual exploitation and abuse and no impunity for UN personnel are emphasized.
MONUC CDT seeks to reach the Congolese population through meetings and briefings with civil society organizations such as human rights and women's associations, religious groups and students associations. The CDT also works with NGOs combating HIV-AIDS and prostitution, as well as UN agencies. The CDT hosts public events which are attended by government ministers, ambassadors, MONUC senior management, representatives of UN agencies, journalists and members of national and international NGOs.
